India Meteorological Department ने 9 अक्टूबर को cyclone और marine weather warning services पर training workshop आयोजित किया, जिसमें 650 से अधिक stakeholders शामिल हुए। Programme में coastal communities, fishers, ports, disaster managers और media के लिए forecast products तथा warnings cover किए गए।
मुख्य element IMD के public Cyclone and Marine Weather Services Decision Support System का demonstration था। Decision-support systems forecasts, warnings और context को ऐसे format में लाने का प्रयास करते हैं जिससे users timely action ले सकें।
Forecast skill disaster-risk reduction का केवल एक हिस्सा है। Warning सही लोगों तक पहुंचे, समझी जाए, trusted हो और evacuation, port तथा fishing decisions से जुड़े—यह equally important है। Digital access gaps और local-language communication भी outcomes को प्रभावित करते हैं।
UPSC के लिए यह early-warning systems के last-mile challenge का example है। Disaster resilience observation और modelling से communication तथा public action तक पूरी chain पर निर्भर है।
