Number को precise तरीके से पढ़ना चाहिए. Investment proposal interest या project intention बताता है; यह final financial closure, ground construction, jobs created या actually deployed capital के बराबर नहीं है.
यह competitive federalism का अच्छा example है. Indian states global investors को land, infrastructure, incentives, policy stability और sector clusters के आधार पर directly pitch कर रहे हैं. असली governance test announcement के बाद शुरू होता है: approvals, infrastructure readiness, contract certainty, environmental compliance और implementation capacity तय करेंगे कि proposal pipeline में से कितना real investment बनेगा.
