Modi-Guterres talks: UN Security Council reform, AI और global food security पर चर्चा

Prime Minister Narendra Modi और UN Secretary-General António Guterres ने BRICS Summit के sidelines पर multilateral institutions में reform, ongoing conflicts, sustainable development और global food security पर चर्चा की।

भारत लंबे समय से United Nations Security Council की structure को outdated बताता रहा है। New Delhi का तर्क है कि वर्तमान permanent membership 21वीं सदी की demographic और economic realities को पूरी तरह represent नहीं करती।

Reform agenda में क्या है

Meeting में UNSC reform के अलावा human-centric AI, renewable energy, food security और freedom of navigation जैसे मुद्दे भी उठे। ये विषय दिखाते हैं कि multilateral reform अब केवल diplomatic representation तक सीमित नहीं है; technology governance और climate/energy transition भी उसी debate का हिस्सा बन रहे हैं।

India चाहता है कि Global South को rule-making institutions में अधिक voice मिले। BRICS summit में भी governance reform और developing economies की representation बार-बार सामने आई।

UNSC reform इतना कठिन क्यों है

Security Council reform के लिए broad international agreement और UN Charter में बदलाव की जरूरत होती है। Permanent members के interests, regional rivalries और नए permanent seats के criteria पर दशकों से consensus नहीं बन पाया है।

इसलिए Modi-Guterres meeting को immediate institutional change के संकेत की तरह नहीं देखना चाहिए। इसका महत्व इस बात में है कि India BRICS presidency, G20 experience और Global South outreach को एक larger reform argument में जोड़ रहा है।
