BRICS में local-currency trade और payment-system links पर push: भारत ने ‘balanced trade’ की शर्त रखी

Commerce and Industry Minister Piyush Goyal ने BRICS Business Forum में member और partner countries से payment systems जोड़ने, local currencies में trade बढ़ाने और market barriers कम करने की अपील की। भारत ने UPI को cross-border digital payment cooperation के practical model के रूप में पेश किया।
यह proposal किसी single “BRICS currency” की घोषणा नहीं है। वर्तमान discussion का focus existing national payment systems को interoperable बनाने, settlement को तेज और सस्ता करने तथा third-country currencies पर transaction dependence कम करने पर है।
भारत क्या चाहता है
Goyal ने कहा कि BRICS economies को एक-दूसरे के products, raw materials और critical minerals के लिए markets ज्यादा खोलने चाहिए। उन्होंने non-tariff barriers, customs procedures और professional mobility को भी intra-BRICS trade की बाधाओं के रूप में उठाया।
Services trade पर भी जोर दिया गया। India चाहता है कि professionals की cross-border movement आसान हो और qualifications की mutual recognition बढ़े। Engineering goods, electronics, pharmaceuticals, automobiles और emerging technologies को cooperation के संभावित क्षेत्रों के रूप में रेखांकित किया गया।
Payment integration आसान नहीं होगी
India का UPI और Brazil का Pix domestic level पर बहुत सफल systems हैं, लेकिन cross-border integration में currency convertibility, capital controls, cyber-security, compliance और uneven trade flows जैसी practical समस्याएं हैं। इसलिए payment linking का मतलब यह नहीं कि dollar का role अचानक खत्म हो जाएगा।
BRICS के finance ministers और central-bank officials भी “pragmatic” cross-border payment solutions पर चर्चा कर रहे हैं। अगर bilateral या multilateral links आगे बढ़ते हैं तो छोटे businesses और remittances की transaction cost कम हो सकती है, लेकिन implementation चरणबद्ध और country-specific होने की संभावना ज्यादा है।
