Directorate General of Foreign Trade ने Trade Connect e-Platform के जरिए Certificates of Origin जारी और verify करने के लिए Open API शुरू किया है. Eligible exporters अब अपने ERP, accounting या दूसरे business software को government के Certificate of Origin system से सीधे connect कर सकते हैं, जिससे अलग portal पर बार-बार वही data भरने की जरूरत कम हो सकती है.
Certificate of Origin बताता है कि कोई product किस country से originate हुआ है और trade agreements के तहत tariff preferences claim करने में महत्वपूर्ण है. DGFT facility preferential और non-preferential certificates दोनों cover करती है और agreement-specific rules तथा fields लागू करती है. Government ने CEPAs, FTAs, ECTA, EFTA TEPA और दूसरे preferential arrangements को इस ecosystem का हिस्सा बताया है.
Technical design का governance angle भी महत्वपूर्ण है. DGFT के मुताबिक requests और responses SHA-256 RSA digital signatures और 2048-bit X.509 certificates का इस्तेमाल करते हैं, access में IP whitelisting है और application status transaction ledger से track किया जा सकता है. यह digitisation को website interface से आगे machine-to-machine government service तक ले जाने का example है.
UPSC के लिए यह GS Paper III में external trade, ease of doing business और digital infrastructure से जुड़ता है, साथ ही GS II governance angle भी है. Prelims में Certificate of Origin और Rules of Origin का purpose समझें. Mains में broader point यह है कि tariff rate बदले बिना भी बेहतर administrative architecture trade transaction costs घटा सकता है.
