India-EU trade deal आखिरी मोड़ पर: अब Brussels में European Council की मंजूरी का इंतजार

India और European Union का लंबे समय से चल रहा trade agreement अब institutional approval के निर्णायक चरण में पहुंच रहा है। European Commission ने agreement को आगे बढ़ा दिया है और अब Brussels में European Council की मंजूरी महत्वपूर्ण अगला कदम है।

India-EU negotiations को 2022 में फिर तेज किया गया था। दोनों पक्ष tariffs कम करने, goods और services market access बढ़ाने, regulatory cooperation और investment rules पर कई दौर की बातचीत कर चुके हैं। Deal का scope केवल import duty तक सीमित नहीं है; standards, digital trade, sustainability और professional mobility जैसे मुद्दे भी महत्वपूर्ण हैं।

Deal अभी लागू नहीं हुई है

सबसे जरूरी distinction यही है कि agreement को “final और लागू” मानना अभी सही नहीं होगा। Council approval, legal finalisation और बाद की ratification/implementation प्रक्रिया बाकी है। इसलिए businesses के लिए tariff changes तभी practical बनेंगे जब final legal text और implementation schedule सामने आएंगे।

भारत के exporters के लिए EU दुनिया के सबसे बड़े high-value markets में से एक है। Textiles, engineering goods, pharmaceuticals, chemicals और services sectors को बेहतर access मिल सकता है। वहीं European companies India में automobiles, machinery, technology और financial services में अधिक predictable rules चाहती हैं।

कठिन हिस्से कहां हैं

Trade deals में sensitive agriculture products, automobiles, carbon-related rules, public procurement और data/regulatory standards जैसे मुद्दे अक्सर कठिन रहते हैं। Final text से ही पता चलेगा कि किस sector को कितनी tariff relief और transition period मिला है।

अगर deal आगे बढ़ती है तो इसका महत्व सिर्फ bilateral trade तक नहीं रहेगा। यह India की UK, EFTA और अन्य partners के साथ broader trade strategy का हिस्सा बनेगी और global supply chains में India की positioning को प्रभावित कर सकती है।
