Framework joint research, scientific exchange, capacity-building तथा agricultural technologies के application और commercialisation को cover करता है। Partnership broader India-Africa और South-South cooperation का हिस्सा है।
Agricultural technology transfer तभी अधिक effective होता है जब innovations local agro-climatic conditions, institutions और farm structures के अनुसार adapt हों। इसलिए joint research finished technology को simply export करने से अधिक useful हो सकता है।
UPSC के लिए यह development partnership diplomacy, food security और agricultural science को जोड़ता है। MoU cooperation framework बनाता है; actual impact projects, funding, extension systems और farmer adoption पर निर्भर करेगा।
