Union Cabinet ने 6 अक्टूबर को Integrated Transport & Logistics Authority (ITLA) को Special Purpose Vehicle के रूप में स्थापित करने की मंजूरी दी। इसका लक्ष्य ministries, agencies और transport modes के बीच fragmented planning की समस्या को address करना है, जो disconnected projects और कमजोर post-project assessment पैदा कर सकती है।
ITLA integrated research, long-term planning, project appraisal, monitoring, policy support, data analytics और impact assessment के लिए apex institution के रूप में design की गई है। Government के अनुसार यह PM GatiShakti National Master Plan और National Logistics Policy को replace नहीं, complement करेगी।
Integrated transport planning इसलिए महत्वपूर्ण है क्योंकि highway, port, rail terminal, airport या logistics park की value उसके पूरे network से connection पर निर्भर करती है। Single-project appraisal bottlenecks, duplicated capacity, environmental trade-offs या last-mile gaps miss कर सकता है। Common analytical institution coordination सुधार सकता है, बशर्ते existing ministries और regulators के statutory powers के साथ उसका role स्पष्ट हो।
UPSC के लिए ITLA एक institutional-reform story है, नया infrastructure project नहीं। इसकी सफलता body बन जाने से नहीं, बल्कि बेहतर project selection, multimodal coordination और measurable outcomes से मापी जानी चाहिए.
