Institutional question महत्वपूर्ण है: electoral-roll revision की quality सिर्फ corrections की संख्या से नहीं, बल्कि इस बात से भी तय होती है कि affected citizens अपने rights जानते हैं या नहीं, deletion का reason मिलता है या नहीं, और effective remedy तक पहुंच है या नहीं.
