Supreme Court ने Odisha government की उस delay पर criticism किया जिसमें Ravindra Pal alias Dara Singh की remission plea लंबे समय से pending थी. Dara Singh 1999 में Graham Staines और उनके दो बेटों की हत्या के मामले में life sentence काट रहा है. Court ने कहा कि matter indefinitely pending नहीं रह सकता और state को decision लेना चाहिए.
Constitutional और administrative issue individual case से बड़ा है. Remission conviction erase नहीं करता; यह legal और executive framework के तहत sentence की अवधि या nature में reduction से जुड़ा है. Courts यह review कर सकते हैं कि executive authorities law, policy और procedural fairness follow कर रहे हैं या नहीं.
