Satya Niketan के बाद Supreme Court student housing safety पर national guidelines की ओर बढ़ सकता है
Delhi hostel collapse अब सिर्फ local building-safety failure नहीं रहा; यह nationwide regulatory standards का सवाल बन गया है.
Delhi के Satya Niketan में paying-guest building collapse के बाद Supreme Court ने संकेत दिया है कि student residences के लिए pan-India safety guidelines पर विचार किया जा सकता है. Amicus curiae ने private PGs और hostels की time-bound inspections तथा safety audits की मांग की है. Court unauthorised construction पर Delhi High Court matter को भी साथ लेने पर विचार कर रहा है.
बड़ा governance issue fragmented responsibility का है. Student housing municipal building rules, land-use permissions, fire safety, university capacity और private rental markets के intersection पर आती है. National framework बन भी जाए, तब भी local inspection और enforcement के बिना वह effective नहीं होगा.
UPSC relevance: GS-II और GS-III में judiciary, urban governance, regulatory enforcement और disaster management. यह case दिखाता है कि local civic failure किस तरह wider judicial policy directions का कारण बन सकता है.
