The Indian Express द्वारा reported data के अनुसार Uttarakhand की Special Intensive Revision के claims-and-objections phase में दाखिल 1,30,382 Form-7 applications में 85% से ज्यादा Udham Singh Nagar, Haridwar, Dehradun और Nainital से आए. Concentration significant है और scrutiny मांगता है.
लेकिन number को सावधानी से पढ़ना जरूरी है. Form 7 electoral roll की entry पर objection या deletion request के लिए use होता है. Form file होते ही voter का नाम automatically delete नहीं होता. Claim को process और verify करना पड़ता है, इसलिए application count अपने-आप wrongful deletion का proof नहीं है.
Governance question दो हिस्सों में है: requests कुछ districts में इतनी concentrated क्यों हैं, और verification process eligible voters को protect करते हुए roll accuracy कैसे बनाए रखता है. UPSC के लिए यह electoral-roll revision, due process, administrative capacity और inclusion बनाम integrity का अच्छा case है.
